Although demand for experts holding doctor's degree has grown continually, the Graduate Education on Doctor's Level is the most problematic part of the higher education all over the world. Based on faculty and graduate student surveys conducted in both countries, this paper analyzes duration of doctoral study and "All But Dissertation" students. It was found that it is very difficult for graduate students to get Ph.D. within formal years of schooling in both countries. Then the obstacles of them are analyzed : formal regulations, programs, students, research guidance by faculty adviser, financial support. Outline of the new Hungarian graduate school system, which started in 1993 is also shown and discussed.
