In the second half of 1980s, China abolished the system of People's Scholarship and required the university students to pay their tuition fees. In recent years, along with the dramatic increase of the tuition fees, the number of poor students expands greatly. With the aim of helping the poor students to complete their studies, the Chinese government adopted a series of student-aid programs. However, in China, one of the developing countries, the family incomes are still very low and not enough to afford the high tuition fees. In order to have more excellent students to receive higher education, the current student-aid policy should be reformed, and with the establishment of one normal tuition fees paying system, the function of government in this field should be strengthened as well.
