This study focused on Swedish 'Flexible School Start (Flexibel Skolstart)' system in 1991 and examined of enactment process and background to reveal that intended. As a result, It was shown that the government had established a 'Flexible School Start' system to balance security of childcare and reduction school starting age, to sustain care for child in school where integrated pre-schooling and schooling. Therefore, Swedish 'Flexible School Start' system in 1991 is meaning that the first step of evolution process integrated childcare and school education, and beginning of reform educational system in Sweden.
