The purpose of this study is to elucidate shared perspectives of problems between activities of the Ministry of Education for the revision of elementary school course of study (Music) of 1948 and preceding critical comments toward that of 1938 from Japan Teachers' Union and Association of Music Education.
From its practices from 1938 to 1947, we found that the Ministry of Education put focuses on following points; which musical instruments to teach according to students' grades, effective methods of teaching how to play them and of extending abilities of singing/playing with musical scores, and treatments of Japanese indigenous melodies in composition class. A comparison of these findings with the critical comments showed common problem awareness on "instruments" domains and solfeggio.
