Abstract
The purpose of this paper is to develop of the curriculum and lesson for developing reading literacy skill. In order to achieve this purpose, this paper focuses on PISA reading literacy model.

In this study, (1) We build PISA reading literacy model. (2) We elaborate the curriculum plan for developing PISA reading literacy. (3) We practiced a part of the plan in "Introductory Seminar for First-Year Students". (4) We improve the plan based on the assessment of practice.
