This paper examined the state of the written language instruction as part of the language education before and behind entering school. In that case, Toshiyuki Shiomi's theory was made into the key. The following thing became clear through examination of Shiomi's theory. (1)The problem of the written language instruction should be in the "character educational philosophy" based on "a simple language (character) tool theory." (2)It is necessary to introduce the viewpoint of "development of the capability of an image" into a "character instruction view." (3)Catch the contents of "character instruction" with "the education of a character", and "the education which writes and raises the volition to language." It is based on these, it leads to producing new "character educational philosophy" including the viewpoint of "development of the capability of an image." And, it is based on this new "character educational philosophy", on teaching of the written language in the early stages of elementary school, going to more nearly organic education is expectable.
