UNESCO’s International Conference on Adult Education has been held once in almost twelve years since 1949 to promote adult education. The Seventh International Conference on Adult Education was held on 15-17 June 2022 in Marrakech, Morocco, with participants of 142 Member States including Japan, Civil Society Organisations (CSOs) and other relevant partners, and adopted the Marrakech Framework for Action (MFA). In this report, the two authors who participated in the Seventh Conference as part of the Japanese delegation reports a summary and processes of the Conference, main issues adopted in MFA such as finance, accreditation and validation, quality of youth and adult education, support for marginalized groups and so on. In addition, the issues of skills, citizenship education for youth and adults which was the main theme of the Global Report on Adult Learning and Education released by UNESCO at the Conference, and literacy discussed at the Conference are introduced. In conclusion, the authors examine how MFA should be translated into action in Japan’s international cooperation in youth and adult education especially in literacy and make ecommendations such as more financing through the Official Development Assistance (ODA) and prioritizing youth and adult literacy and vocational education in Japan’s international educational cooperation policy which is planned to be revised this year.
