The purpose of this study is to investigate the actual situation and tasks of the academic achievement policies by the municipal boards of education, through the survey administered to 765 municipal superintendents of schools. Data from the questionnaire provide interesting results. First, many boards of education implement a variety of academic achievement policies focusing on not only pupil’s academic achievement improvement in itself but also establishing a foundation for the pupil’s academic improvement. Second, more than half of the municipal superintendents of schools estimate that academic achievement policies by the municipal boards of education have a positive influence on the school teachers, local educational administration, and so on. Third, it is suggested that the liaison and coordination between municipal heads and municipal superintendents of schools, as well as between prefectural boards of education and municipal boards of education should be promoted to improve academic performance of the pupil. Hereafter, we need to further consider what are main factors that affect the academic achievement of the pupil.
