The purpose of this paper is to consider the significance and necessity of the cultural policies implemented by municipal boards of education, and to investigate the actual conditions of the cultural policies carried out by the local self-governing bodies including the municipal boards of education. This investigation yielded three conclusions. First, the cultures and their policies are crucial in terms of shaping the identity of the community and the local self-governing bodies themselves, fostering the ties within the community. Second, the municipal boards of education need to implement their cultural policies by cooperating with the municipal administrative offices and their heads. Third, the municipal boards of education should contribute to the community reconstructions by implementing the cultural policies through both schooling and social education (life-long learning), which are regarded as two functions of local educational governance.
