The purpose of this paper is to clarify the characteristics and problems of the outcome compensation system in teacher evaluation of A prefecture as a preliminary study of research on " degree of consent" of the outcome compensation system. The findings obtained are as follows. There are "reflecting on pay raise after 10 years experience training-protection of young teachers ", " evaluation group consisting of all faculty members excluding managers ", and " grouping of upper grades ·avoidance of fixation of upper grades by discretion of principal·"as characteristics of the outcome compensation system of A prefecture. There are " uncertainty of negotiation/ decision process ", " inconsistency with faculty members' view of teachers and self-esteem ", "vulnerability of manager' s evaluating ability and fairness / fairness ", " alteration of collaboration and collegiality in faculty staff group , "" decline of motivation by deviation from self evaluation and promotion of business ", " unreasonableness of segment selection by mixing position and job category" and" immobilization of upper grades in case "as problems of outcome compensation system in A prefecture. Finally, we presented the problems and perspectives concerning future survey research with a view on "degree of consent ".
