This paper is a case study of certain public junior high school aimed to make clear what requirements are to be determined on a production method of the management by objectives to utilize school improvement.
As a feature of the operating method of the management by objectives in the present case, that the basic elements and approaches as an organization such as the emphasis on common purpose, collaboration motivation, mutual communication is well recognized, the organization and activation was centered on "sharing" the method specific for school improvement of individual growth are taken revealed. As an example of a specific method, there are "visualization" of school management policies, student image to aim, teacher image to aim, and organizational goals, the development of middle leaders, sharing of information and practice of grade-segregation between, and daily communication. Then, as the teacher population can share recognition that the tool to utilize school improvement is an object of the school management, various methods have been employed to the management by objectives.
