This study aims to develop elementary school political learning that incorporates the perspective of risk communication. The significance of incorporating the perspective of risk communication into elementary school political learning is expressed as: (1) Learners can consider managing the risks of government, citizens, and experts. (2) Learners can examine risk communication according to the situation. (3) Learners can think about the meaning of “trust” in risk communication. We have developed the sixth-grade unit “Facing COVID-19”, which practiced “state of emergency” and “personalization meeting” as examples. The unit was organized for learners to explore crisis communication and consensus communication, and how to build a public space that weaves the opinions of various positions such as politicians, experts, and citizens.
