Abstract
This paper represents an attempt to elaborate research issues on aid evaluation in the field of education. It does so on the basis of a review of existing research, coupled with the consideration of practical issues involved in the administration of aid evaluation by the government aid agencies in Japan.

Evaluation of educational aid is made difficult owing to particular characteristics of educational programs and projects, such as long lead time needed for educational investments and increasing complexity of demand for education. Taking these characteristics into consideration, the paper sets out to define 9 research issues under three headings of 'evaluation of individual educational aid programs and projects', 'evaluation of international educational cooperation' and 'building of an aid evaluation system'. The 9 issues elaborated are as follows:

(1) Critical examination of the purpose of Japanese aid evaluation system, especially its implication for educational aid evaluation;
(2) Possibility for broadening the scope of aid evaluation to incorporate formative elements more explicitly;
(3) Shaping of common understanding about the role of evaluation with the aid recipient country;
(4) What follows after the evaluation of 'Education for All';
(5) Potential of aid evaluation cooperation among donor countries;
(6) Evaluation of the role of NGOs in international educational cooperation;
(7) Evaluation of over - all aid policy and strategy;
(8) Training a corps of professional evaluators; and
(9) Evaluation culture
