Abstract
In this paper, I explore the circulation situation of the copper coin, the rice, gold, and silver at the time of Nobunaga Oda's having gone up to Kyoto, and Nobunaga Oda's policies relation with Kyoto, and I analyze for copper coin that has been donated in the fundraiser, which was conducted in 1576 in Kyoto. In order to support the finances of the emperor, Oda government loaned rice instead of the copper coin to the city of Kyoto. As a result, the rice was housed in the warehouse of the emperor along with the interest minute. In Kyoto of those days, the various copper coins of different values were circulating and I think that Nobunaga Oda implemented policies in consideration of the situation of such a copper coin or rice. Therefore, the “Kokudaka" system was born in the process of implementing the policies of Oda government. “Bita" or a coin of the same value level “Bita" was leading role of the circulation of at the time of 1576. It can be exchanged or rice, and gold and silver.

Thus, in Sakai, Kyoto which is a major town under the Oda government, “Bita" had already become a standard coin.
