In conclusion, the authors examine how MFA should be translated into action in Japan’s international cooperation in youth and adult education especially in literacy and make ecommendations such as more financing through the Official Development Assistance (ODA) and prioritizing youth and adult literacy and vocational education in Japan’s international educational cooperation policy which is planned to be revised this year.
