In this article, the way of Shimizu's attempt to make a systematic organization of his own arithmetic education using the problem posing will be discussed by focusing on an investigation about problems posed by children in the early part of Shyowa Era. This consideration shows that the result of this investigation gives him the reason for believing that his previous six years' practice in the latter half of Taishyo Era will be one of models to organize the scope and sequence of arithmetic education, which will come into use by elementary school teachers.
