The purpose of learning for women's empowerment is that women, as marginalized potential participants in a gender unequal society, raise their ability to become politically, economically, socially and culturally empowered and participate in the community's decision-making process. However, the gap between what they learned as a result of attending an educational program and the application is a barrier to the participation.
