The purpose of this study is to focus on the concept of “social inclusion” in elementary school social studies and develop a unit that aims to nurture children who will willingly build a symbiotic society that respects diversity. In social studies education, social inclusion can be delivered as learning opportunities, contents, goals, and learning environment. The authors claim that it is especially important to introduce social inclusion as a learning content with the following three points in mind; (1) to specify themes and social units that deal with the issues of social inclusion (2) to clarify the structure and factors of social problems related to social inclusion/exclusion (3) to pay special attention to the the relationship, including the identity of the subsumed side (the parties) and their participation structure. In this study, a unit was developed about the disaster-vulnerable people and inclusive community for disaster prevention. The fifth graders were introduced to the social model of disability as well as the social structure and social background in the occurrence of disasters. The unit helped the pupils to ponder on community development that embraces self-determination and participation of all people including minority.
