In this study, we have developed and implemented a generic unit model for a new subject, "Public," that aims to develop the ability to overcome conflicts. Although it the new subject "Public" is effective in fostering effectively advances the ability to overcome conflict, but textbooks alone are inadequate, and teachers' ingenuity is essential. The following three points were emphasized in the development of the program: a structure that allows students to think from a social science perspective, appropriate integration of activities, and a willingness to continue working on the task as agreed. As a result of practice, these three points were found to be effective.
