The purpose of this study is to examine the validity of measurement using Item Response Theory (IRT) in the case of university governance. The main conclusions obtained in this paper are as follows: First, unidimensionality and local-independence were not satisfied. In other words, the research revealed that 32 items consisted of several subordinate concepts. Second, all 32 items cannot be treated as equivalent. Third, the governance of each university means that the concentration of authority is not important and is a combination. From these results, we can conclude that analysis from various viewpoints is necessary to clarify the effect of governance.
