ロシアの新たな「国家安全保障戦略」を読み解く

On July 2, 2021, Russia revised its "National Security Strategy." In this paper, I considered this revised "National Security Strategy" in order to clarify the details of Russia's security strategy. Russia is revising the "National Security Strategy (at that time)" in order to actually apply it when a major security event occurs. The "National Security Concept (at that time)," which was enacted when Putin became president in 2000, was revised in 2009 in response to the situation such as large-scale terrorism in the United States and the construction of a global ballistic missile defense system by the United States. Furthermore, in response to the situation of the Ukrainian crisis that occurred in 2014, the strategy was revised again in 2015. The 2021 revision focused on "Information Security (Cyberspace Security)," which was highlighted as a new area of warfare, although there were no major national security events. The perspectives of this revision are also "strengthening relations with China and India", "decoupling of the United States and Europe", "concerns about the international situation surrounding nuclear weapons such as INF", and "national security that new technology will change." Based on Russia's new view of security, it will be necessary to pay attention to how this strategy will be put into practical use in the future.
