Abstract
This article is the first half of a study about the establishment and function of the Kajyojyotsu (下情上通) System, the people’s opinion transmission system during Fascist Japan, in Nagoya City. The Kajyojyotsu System paralleled with the parliament and was established to gain popular approval and cooperation for the war effort. Additionally, through the Jyokai (常会) and the Cooperation Council (協力会議), the system transmitted people’s opinion to the government. Although the Kajyojyotsu System was an important part of the Japanese Fascist Regime, it has not been studied sufficiently. Hence, using Nagoya City’s case, we will study the establishment and function of the Kajyojyotsu System. This article is the first half of our study. First, this article will discuss the history of the Kajyojyotsu System, including the formation and development of the Machisodai (町総代) System in Nagoya City from the latter Taisho Era to the early Showa Era. Second, this article will analyze the discussion about the Jyokai and the Local Cooperation Council( 地方協力会議) in the central government, and how Jyokais and City Cooperation Council were established in Nagoya City.
