The purpose of this study was to develop music classes to enable students to acquire the knowledge and foster the ability to think and make decisions through a creative activity. Taking advantages of attached school from kindergarten to junior high school, researcher set the goal of the lessons for "creating a melody on favorite picture books of pupils to catch their fancies more". Students gradually acquired the knowledge and skills, through activities to catch the intonation of words in the picture books individually or in a small group and to create a melody for the pupils to sing more easily in terms of its rhythm and tone. Since the students carried out these activities with imagination of the pupils to have fun with the melody, students' attitudes towards creating a melody got higher. As a result, the lessons were effective because students enjoyed creating the melody, developed their knowledge and skills and built up logical thinking and judgement. Still, the lessons left a problem; the lack of the basic knowledge the students should have acquired.
