The purpose of this study was to clarify the actual situation of the use of textbooks copyrighted by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in special-needs schools (intellectual disabilities). In addition, we clarified what kind of teaching materials are needed to improve the learning guidance in the field of education for intellectual disabilities in the future. The questionnaire was administered to the teachers in the field of special needs schools. The results showed that less than 30% of the textbooks copyrighted by the Ministry of Education, Culture, Sports, Science and Technology for Children with Intellectual Disabilities were used in the schools. It was difficult to say that the textbooks were being used sufficiently. When asked what kind of innovations would promote the use of the textbooks, the respondents answered that the textbooks should be ready for use at any time, and that the textbooks should be rich in variations to meet the diverse realities and educational needs of the students. Based on the results of these surveys, I made policy proposals on the state of textbooks that are expected to be newly issued in the future and measures to promote their use.
