Abstract
The beginning in the ninth century, a curse in an ancient burial mound made aristocrats afraid, and an imperial succession problem lay in the background. A testament by retired Emperor Junna was taken out in seventh years of Jowa(840), and a testament by retired Emperor Saga was taken out in ninth years of Jowa(842). A will of two people aimed at unification to the imperial line which starts from retired Emperor Saga. In eleventh years of Jowa(844), the government leader led by Fujiwarano Yoshifusa makes the resolution which denies testaments issued by retired Emperor Saga; Don't believe in fortune-telling ,under agreement of the whole court nobles while changing interpretation. Using the dignity of testaments issued by retired Emperor Saga, this resolution has some effects which raise the authority of the political power and the credibility of fortune-telling.
