Abstract
The National Core Music Standards, a set of common educational goals in music formulated in the United States in 2014, state that the ultimate goal of music education is the acquisition of "music literacy. This study focuses on the "creative" domain of the Washington State Music Standards, which has the same structure as the National Core Music Standards and also includes specific instructional content and analyzes it to clarify music literacy skills and their learning content. Music literacy in the “creative” domain was defined as "the ability to create and perform musical ideas and compositions that are connected to specific purposes and contexts (social, cultural, and historical). In addition, by acquiring musical knowledge and skills along with the process of creating music, competency development was secured while adding the ability to truly engage with music. Therefore, it was suggested that in the U.S., the idea is not to use music to develop competency but to refine competency by learning music itself. This presents one way of thinking about how music studies should be in a competency-based curriculum.
