環境問題は客観的な環境の変化だけでは成立しない．現象が社会的に認められて，それが問題状況にあるとの言説が広まり，支持されることで成立する．ある環境変化（将来に予想される変化）を社会問題に仕立てていく原動力の一つに市民・住民運動がある．その発生の仕方や，担い手の社会経済的あるいは文化的属性が異なるので，当然のこととして環境運動の性格は地域によって異なる．結果として，環境運動の訴える環境問題も地域的な特徴を有したものになる．環境運動を研究するには，さまざまなアプローチがあるが，本稿では地域的な視点から環境運動にアプローチすることに焦点をあて，その場合の分析視点について試論を述べる．地域と環境運動の関わりについて，運動への地域性の反映という着目の仕方と，運動の地域への働きかけに着目する仕方があり，それぞれについて，筆者が行った研究をもとに，いかなる論点があるのかを例示的に示してみたい．

An environmental change as such does not become an environmental problem. It becomes a problem by being recognized that the situation is undesirable and wrong for many people. It needs many disputes over the environmental change to make it a social problem. Civic group is one of major environmental disputers. So it is important to study about civic group in order to understand environmental problem. Environmental group has different character regionally because it is affected by the socio-economic situation of the region where it acts on a daily basis. There are many approaches to study environmental movement. This paper focuses on the regional characters of environmental movement and shows the framework of a geographical environmental movement study. Then two viewpoints are important. One is the influence of a region upon the movements. The other is the influence of movements upon a region. This paper explains with some examples about research theme based on these regional perspectives.
