The purpose of this paper is to investigate the actual situation of curriculummaking in public senior high schools by opinion poll among their school principals. A questionnaire of school curriculum-making was administered to 100 principals of public senior high schools. Data from the questionnaire provides interesting results. First, in many of senior high schools, school visions are established by principals themselves hearing their teacher's opinions, and seem to be almost infiltrated among the teachers. On the other side, the government course guidelines tend to be not so often referred to by teachers in their daily educational activities. Second,there are not a few schools which have not operated their educational activities according to the management cycle of PDCA. Moreover, in many schools reflection on their curriculum does not be fully utilized for their school curriculum-making next year. Third, there are factors regarding school management such as lack of free time among teachers, insufficient school budget, and inadequate in-house training that impede the implementation of the school curriculum. Considering these findings it has been definitely shown that the curriculum management is important for implementing the school curriculum effectively.
