Abstract
A purpose of this paper is to clarify kana characters educational philosophy in the early stages of elementary school. At first, I confirmed the positioning of kana characters education in the course of study of the elementary school. Next, I examined kana characters education theory after the World War II from the viewpoint of kana characters educational philosophy. As a result, the following became clear. There was kana characters educational philosophy to relate characters to what a child experienced from after the world war II until the first half of 1970's. In addition, the policy to be able to read and write a kana character through language activity was consistent. However, kana characters educational philosophy that put an important point in noticing relations with a syllable and the letter, and noticing a notation system was gradually formed from the latter half of 1970's. And kana characters education was placed as a premise for language activity.
