Abstract
This article aims to clarify the political end and means to reinforce the control on school choice in Belgium, and also clarify some issues caused by school choice and an attempt to solve them. Current policy to control on school choice in French speaker Community of Belgium evoked a controversy because the policy was regarded as contradiction to the principle of free school choice by parents fixed by constitution. School choice system based on the principal has been allowing parents to choose a school based on their philosophical faith among denominational private schools and non-denominational public schools. However, the system based on traditional principle lacked some measures to solve current issues. It was noticed by policy maker from nineteen nineties that Belgian education system was challenged by critical situation of inequality. The socioeconomical segregation and the divergence of achievement between schools as a result of school choice were pointed out by researchers. Confronting the issues, current policy in French community attempts to control the mobility of students to make socially mixed circumstance in each school and equal situation between schools. A regulation adopted by Parliament in February 2007 fixed certain limitation of changing school and governmental authority to control and monitor fair process at each school to accept parents' choice.
