人类社会进入二十一世紀,整个世界的各个方面正在发生着巨大的变化。世界経済的全球化和科学技术的迅猛发展,給人类社会的发展帯来深刻的变化和深远的影响,变化的两个主要趋势可以称之为全球化和信息化。社会的变革,使高校的国际交流与合作从来没有象今天这样承受这么多的压力,而又肩负这么重要的使命。
