Abstract
This paper analyzes the development of the discourse "request - refusal - request" in terms of stage and strategy; stages make up the overall shape and strategies the local structures of the discourse. Generally a discourse of request consists of "stages of request" and "stages of response". Dividing the succession of those stages into the "main part" and the "re-requesting part" and analyzing strategies used in those parts, this paper found the followings.

1) main part: "presenting of reason - neutral / negative attitude" and "simple request - negative attitude" are the most frequently used patterns of strategy in both languages. 2) re-requesting part: in the development without refusal, the ratio of use of the strategies "reduce of feeling of burden", "simple request" and "presenting of reason" is 2:1:1 in Japanese. In Yanbian Korean, various strategies are equally used. In the development with refusal, the strategy "adding information" is often used at the beginning and "adding information", "compensation" and "guarantee" are at the end of the "re-requesting part" in Japanese. In Yanbian Korean, the strategy "blame" is sometimes used with other strategies. 3) strategies contributing successful development: "reduce of feeling of burden" most contributes in both languages. Following it are "simple request" and "adding information" in Japanese, and is "simple request" in Yanbian Korean. "Blame" is also effective if used with other strategies in Yanbian Korean.
