Abstract
After the second half of the 19th century, the Japanese strongly impacted the Chinese police system. Both Japanese instructors and Chinese students studying in Japan participated in the training of Chinese police officers. At that time, Kawashima Naniwa became the Beijing Police Academy supervisor. Based on suggestions given by Kawashima, the government of the Ch’ing Dynasty selected bannermen students from the Beijing Police Academy and sent them to Japan as police international students to prop up political stability and develop their careers as senior police. To suppress their mental development, the Japanese even set up private schools and designed three-year special courses for the students.
