Abstract
The purpose of this article is to examine the coal control in Shanghai during the period of the Nationalist Government of post-war China (1945-49). To maintain the national economy and the people’s livelihoods, the Nationalist Government constructed a coal control system in Shanghai, which not only affected the economic situation in Shanghai but also had a significant impact on the controlled economy of post-war China as a whole. However, there is still insufficient analysis of this issue. Therefore, the coal controlled by the Fuel Control Commission for the Shanghai Area in post-war Shanghai can be considered an excellent case study for analyzing the reality and impact of post-war government control of goods. Based on the previous research, this article aims to examine the overall picture of coal control implemented by the Fuel Control Commission in post-war Shanghai, including not only the control of coal transportation but also the reality of distribution control within Shanghai. Specifically, this article seeks to clarify two main issues: 1) the background to the foundation, operational status, and changes in control methods of the coal control by the Fuel Control Commission until its abolition, and 2) the achievements and problems of coal control by the Fuel Control Commission.
