Abstract
The law of opening records to the public made it possible to use contemporary documents historical sources and widely enlarged the field of Japanese modern historical stories. Further, as laid down by paragraph 4 of the low of opening record, archives have to be established. As the research of documents is becoming more positively, it helps to verify facts and to show the logical historical development from past to present.

This report is focused on the present. First, I intended to analyze the history of research up to now. As a second step, I classified the modern Japanese historical documents from the point of view of empirical historical science. Third, I considered on the creation of this documents within the progress of strategical change. As a result, many of the modern historical records could be placed correctly on the background of strategical development succeeding in registering the documents in comparison with the flow of strategical change. We could rationalize business work like recording, transfer or abolition of documents. Authorized archives also could contribute as a SINK TANK for government institutions. Analyzing the strategies of one government institution it would help to compare them with strategies of another government institution or even with strategies of foreign countries. Introducing historical view in a macro field. We intend to make clear the identity and peculiar character of our institution.
