台頭する2000年代のインド自動車工業とその空間構造 <論説>

本稿は, 中国やブラジルと並んで自動車工業国の新興国(BICs)として台頭しているインドを対象に, 2000年代における同工業の動向と空間構造を明らかにすることを目的とした。同国では小型乗用車を中心に自動車市場が急速に拡大しており, 各メーカーは相次いで新規の投資を実行している。それは自動車工場の新規立地として空間的には発現しており, 2つの傾向が見いだされた。1つは, 既存の自動車工業集積地(NCR, チェンナイ, プネーなど)の郊外に開発されている工業団地への立地であり, その外延的拡大をもたらしている。いま1つは, 立地に際して多大な恩典が付与される特別カテゴリー州(ウッタラカンド州とヒマーチャル・プラデーシュ州)への展開であり, この時期の市場競争の激化を背景に, 立地を介して生産コストを減じることがその要因であった。そして, 第1の傾向は, 1990年代に顕著となった既存集積地への立地の延長線上にあるが, 第2の動向は従来のインドにはみられなかった新しい傾向であると捉えられた。

This article is focusing on a recent development of the automobile industry and its spatial dynamism in India, which has been gaining power as a rising nation of the industry along with Brazil and China (BICs) during the first decade of the 21st century. The Indian vehicle market has rapidly expanded for the last ten years, especially in the compact car segment; therefore each car maker has invested massively in small car businesses. We found two tendencies on the location of newly established car assembly factories. The first tendency is to set up in industrial estates developed on the outskirts of the existing agglomerations of the automobile industry (NCR, Chennai and Pune). The second is the location in "special category states" (Uttarakhand and Himachal Pradesh) where new businesses can enjoy a great amount of fiscal aid from the central government. To reduce production cost through the location into such backward states is accompanied by intensification of the market competition at this time. The first tendency is thought of as the extension of the geographical convenience of the existing agglomeration that became remarkable during the period of economic liberalization in the 1990s, but the second one is a new tendency that has not been seen in India.
