Abstract
The purpose of this study is to investigate the interrelationship among various actors, ― Imperial Japanese Navy(IJN), the Government General and Japanese society ― through the movement for Rear admiral of Kamiizumi Tokuya’s remain at his post in colonial naval port city Jinhae.
The strategy change of the IJN and the trend of public opinion of Japanese society affected Jinhae urban district when Kamiizumi had an important role in Jinhae to help and support the city development and Land Rental business.
From the Sino-Japanese war, Kamiizumi was in charge of logistical jobs of IJN and played an important role to communicate with IJN and Imperial Japanese Army(IJA). In particular, he had a good reputation in the IJA, therefore working as a direct liaison officer of both IJN and IJA. In Jinhae, the fact that there was a jurisdictional problem with IJN and the Government General around colonization of Korea appointed him as Rear admiral.
Kamiizumi played a leading role in the development of Jinhae. However, his transfer was inevitable because: 1) he aimed at a large scale city plan and it was far from IJN’s intent; 2) jurisdiction of Jinhae urban district moved from IJN to the Government General; 3) he had a conflict with merchants who aimed at profits of land lease and construction of the city.
In Jinhae, the movement towards Kamiizumi’s remain was a result of the fact that the Japanese who lived in the city regarded him as an important person in the development.
In the broader context, it was a consequence that linked colonial local society with the change of strategy caused by Imperial overstretch.
