Abstract
By the law of 28 Pluviose Year VIII, the Consulate decided to restore communal municipalities. This article propose to examine the reality of their activities during the Napoleonic period, a subject which has been relatively little studied by historians. It will focus on the functioning of the municipal councils of the Hautes-Pyrénées. In this department, it was at the level of the cantons and their main town that administrative authorities sought to reinforce national integration and political ties. This tendency was most pronounced at the beginning of the First Empire. From 1806, the activity of municipalities of rural communes diminished because the main effort was brought to collective affairs concerning the life of inhabitants. It was then asked of the canton main towns and of other communes to play different roles in the system of local government in the Napoleonic regime.
