The aim of this paper is to clarify the current situation and challenges of the Japanese high school education system and policies concerning "School Commuting" in recent years. In particular, this paper focuses on the differences between high school courses (full-time course, part-time course, and correspondence course). This paper reveals the following three findings. First, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) is promoting high school education through "School Commuting" both systematically and politically. Second, there are differences in the use of ICT in education between high school courses. Third, there are inadequate efforts to provide diverse high school educational opportunities between schools and between courses. Finally, one of the issues for future research is to clarify how the existing high school education system is being utilized through examination of individual cases.
