Abstract
This paper is intended to prepare for study about forming process of Russian Federal State Educational Standards that corresponded curriculum criterion, has became effective during recent years in elementary school education. Various actors are considered in this forming process. For example, the President, Federal Parliament, the Ministry of Education and Science, Russian Academy of Education, Regional research institute, private laboratory and so on. They have each policy recourse and policy orientation, so Standards has been influenced by them. In Coordinating Council about Standards, some Regions deraigned the right that being able to ensure own regionally and ethnically cultures. Also, in Seminar about Federal Target Program of Education Development during 2011-2015 years, people involved the Ministry of Education and Science, Russian Academy of Education, and private laboratory reported to on the present situation in educational reforms. It is thought of as central government can achieve the educational governance only in respecting the regionally and ethnically cultures. We will be able to see from the above that Federal Government implements the educational systemic reforms while bearing in mind the autonomy of the Regions.
