Abstract |
Not only does it take a long time for the appearance of development effects in participatory rural development to become visible, but also to numerically record the change from these effects is not easy. On the other hand, taxpayers and investors demand quick and numerical results for accountability. Therefore, the current monitoring indicators fail to fully reflect the philosophy of participatory rural development.
Due to these constrains, the future potential for success is inaccurately recorded and long term expectancies have inconsistency regardless of the long term expectations. In these situations, the monitoring tools for which to quantize the participatory development effects are demanded. This paper, focuses on viable ways in which to measure participants changing actions and ideals throughout participatory rural development projects. The Japanese three-by-five process method is a more appropriate monitoring tool, as Japan focuses on the importance of long term independent development. The facilitators work primarily with rural women, who self-manage a variety of activities. Comparative analyzation of studies of both Japanese and Kenyan women's groups active participation, clarifies the necessity of monitoring tools in participatory rural development. Currently unrecorded self-development is of great importance to long term development. The three-by-five process method assists the changing of ideals. |
