On Expansion of Cities in Relation to Economic Factors

わが国の地方行政区域のうち、都道府県については、廃藩置県の調整が完了した明治以降、ほとんど変更がなされていないのに対して、市町村については、幾度かの変更が加えられてきた。ところが、それも、昭和30年前後に全国的規模で地域合併が行われて以来、一斉大規模の合併は行われていない。その後の約40年間に、モータリゼーションの進展や高速交通体系等の整備によって、地域住民の行動範囲、生活圏域は格段に拡張してきている。また、経済構造が「サービス経済化」の時代へと転換し、人々が「単なる所得を得る場としてではなく、住む場・生活の場としての都市」を求めるようになった今日においては、都市の人口集積は一層大きな意味をもつようになったといえる。都市の経済規模が大きいほど「より専門的で、より高度な、そして多彩なサービス」を生産し得るし、所得水準の上昇とともに、人々は益々そのようなサービスを求めるからである。このようなことを考えると、「サービス経済化」の進展する今日においては、地域事情が許す限り、地域の経済規模は大きくなることが望ましいが、それは当該地域及びその周辺においてサービス供給と物的供給を担う地域との役割分担ができていることが前提である。

Number of Japanese 'shi-cho-son's (cities, towns and villages) was totally decreased to about one-third through the big merger in middle 1950's. We spent more than 40 years after the big merger, but the number of 'shi-cho-son's and the each size has been kept out basically. During these time, traffic conditions changed drastically (especially so called 'motarization') in this nation. The living and buisiness zone of inhabitants has been so expanded in the result. Also, in a couple of recent decades, 'the inclination to services in economy' has been become remarkable more and more. We discuss these phenomena has been caused by changes of economic structure in Japan. Especially, this fact is showed in migration of people beyond boudaries of 'to-do-hu-ken' (prefectures) region. We used migration statistics in time series from year 1954 to 1966. In conclusion, we recommend to merge cities, towns and villages so as to become appropriate size in economic scale (such as population) and also to get fruits of 'the inclination to services in economy'. In addition, we pointed some characteristic aspects of distant migration of people beyond boudaries of 'to-do-hu-ken' region.
