The analysis for necessity of the transformation reform of Japan Overseas Cooperation Volunteers projects area by “beginner" members, with the concentrating to Asia, Ocean region and Middle east area, and withdrawing from other far area from Japan.And anticipation of imaginable opposite groups againt those transformations, and appropriate corresponding method to opposites for the execution of JOCV transformation reform, with the maximum humane care to employment and social life of opposites as long as within the limits of the national integrated interest and sound budget.
