Abstract |
The public servant system of administration at Japan is discussed. The present life employment system has some defects for the efficiency and activation of administration to sovereignty people. The introduction of Term system (2~3 years /term×2) must be recommended for the employment mobility and expansion and equalization of employees. Legistrate decision including law-making will be necessary for this introduction.During materialization of term system, simplify of entrance-exam and position-selecting rule by responsible statesmen, floating mobility toward notorious life-time curst discrimination by entrance exam's class, could be promoted through legistrative law-making, and administrative restoration.Through term system, floating mobility of servants among each public organization and among their specialities' career could be promoted; Those mobility might improve efficiency and activation of public works for sovereignty people. Also, mandatory of accounting work experiment at early time of term, good treatment to scientific analyze education could help those administrative “Kaizen" (like Toyota ) progress.
