中米グアテマラにおける森林管理協力事業を事例とした環境管理分野での青年海外協力隊政策のあり方と活性化への提言

著者は、森林生態学を大学院で専攻した後、青年海外協力隊員として2年間にわたり中米グアテマラにおける森林管理協力の業務に携わってきた。そのなかで得た知見を公開する。現在のODA事業とりわけ青年海外協力隊における森林管理協力には、その戦略策定において、縦割り行政による関連省庁の管轄の分断、専門家の監視不足、民意の汲み取りと反映システムの欠如、政治的社会的指導層の認識不足、これらの問題が存在する。そのために、科学的自然環境、経済的効果、政治的文化的要素、これらの面で必ずしも充分に効果が発揮されないプロジェクトが行われてきている。これらの問題を解決するにはどのような解決策があるのか、分析を行った。

The author engaged in forest management cooperation at Guatemala.C.A for 2 years as Japan Overseas Cooperation Volunteers (JOCV), after he obtained Msc with the major of forest ecology at Graduate School. Now the author introduces the knowledge obtained at this international forestry cooperation. Present JOCV system for environmental affairs by Japanese ODA activity has those inferior problems like; sectional divide among administrative organizations, lack of specialist's monitoring, few process of civilian control, absent of political leadership. Therefore, about three aspects like, natural scientific environment, economy and financial affairs, political and cultural reason, present JOCV projects on environmental affairs has not made function effectively. How to solve this matter is the theme of this analysis.
