In recent years, many local governments in Japan are wrestling with administrative reforms which are called New Public Management (NPM). However, many local governments in Japan, on the one hand, mainly focus on introduction of NPM reforms, on the other hand, changes of organizational culture and officer's thinking way have been treated lightly. Then, why don't these changes progress? So, under such an awareness of the issues participation observation investigation and the questionnaire survey were carried out. In conclusion, (1) it seemed that it was like the norm which organizational culture or departmental cultures are defined from the relation nature between the roles of each personnel or each section, (2) it seemed that organizational culture or departmental cultures make a guiding principal in officer's action pattern of taking action after they are strongly conscious of roles which it was backing of an administrative officer's action pattern of taking action after they are strongly conscious of roles which other officers or other sections have, (3) it seemed that the check work currently performed about each issue was bearing the big role.
