The purpose of this paper is to clarify the weather in the summer season of the Tenmei period in the Seto Inland Sea region. The second challenge is to elucidate the actual situation of disasters and famine. And the third task is to clarify the social benefit response of each society at this time. Taking the Hiroshima clan as an example, the death toll in the 4th year of Tenmei was greater than normal, but it did not lead to catastrophic famine. However, due to casualties and disasters in the Tenmei period, the heads of the Hiroshima clan and powerful people in the area had to improve the way of control. Farmers also began to emphasize the development of agricultural productivity to live better, based on the experience of bad crops.
