The purpose of this paper is to analyze the present state of the business performance of the third sector located in mountainous regions of Hiroshima and Shimane prefecture. These third sectors are unfavorably located.
In general, the third sector is ranked low in the public estimation, in fact, the government offices have been underestimating under the present conditions. Because they received a report that most of the third sectors were operating in the red [at a loss].
Can it really be true? In mountainous regions, we think that the third sector will help to encourage regional economy. That was why we inquire into the third sector's character, business performance, policy, the problem and the prospects.
As a result of our research, we found out that many of the third sectors in mountainous regions have contributed much to the regional development, and we suggest the regional management policy toward the third sector in mountainous regions, which is based on our research.
