Abstract
The present article aims to find out the problems of Japanese language education in the special Japanese language classrooms designed to help foreign students learn "Basic Interpersonal Communication Skills" (BICS) in Japanese at elementary schools in Hiroshima Prefecture, and to posit solutions for them from the standpoint of bilingual education.
