Abstract
In this paper, I examined the following four aspects in Ritsuryo military system of Japan, laying stress on the international relationship to the far east States.

1) The military administration in peace time of Hyobusyo (兵部省) and Kokushi (国司).

2) Peace organization of Gundan-heishi (軍団兵士) system, and the common training on the basis of an infantry manual.

3) Mobilization lead by Daijokan (太政官).

4) War organization commanded by Syogun (将軍).
